Routine Utility and Maintenance Expenses
Regular monthly and periodic payments for basic utility services provided to the property, including electricity, water, municipal property tax (arnona), gas, and internet.

By law and standard practice, the tenant pays routine ongoing maintenance expenses: water bills, electricity bills, gas (piped or bottled), municipal property tax (arnona, unless agreed otherwise), and any internet and phone lines registered in the tenant's name. The landlord covers building maintenance charges (va'ad bayit / management fees), property owner taxes, and structural building repairs.
Landlords are required to transfer utility accounts into the tenant's name within 7 days of the start of the tenancy or permit the tenant to complete the transfer directly. If a landlord fails to transfer the accounts and debts accumulate, the landlord may be held liable for late fees, and the tenant may deduct those sums from future rent payments.
